In
1940, when the political turmoil got a complex dimension, the leaders of the
All-India Muslim League attended in a general session in Lahore from March 22
to March 24 to talk about the circumstances and also analyze the reasons for
the defeat of Muslim League in the Indian general election of 1937 in some
Muslim majority provinces. The session was started by the presentation of the
Annual Report by the Liaquat Ali khan. Then the resolution was moved by the A.
K. Fazlul Huq, the then Premier of the undivided Bengal. Actually the
resolution was prepared by Sikandar Hayat Khan1, the
then Chief Minister of the Punjab and then presented to the subject committee. Chaudry
Khaliquzzaman2 seconded the resolution.
The
wordings of the resolution were:
“No constitutional
plan would be workable or acceptable to the Muslims unless geographical
contiguous units are demarcated into regions which should be so constituted
with such territorial readjustments as may be necessary. That the areas in
which the Muslims are numerically in majority as in the North-Western and
Eastern zones of India should be grouped to constitute independent states in
which the constituent units shall be autonomous and sovereign.”
Additionally,
it stated:
That adequate,
effective and mandatory safeguards shall be specifically provided in the
constitution for minorities in the units and in the regions for the protection
of their religious, cultural, economic, political, administrative and other
rights of the minorities,….
The
formation of Pakistan lied in this historical resolution. Though it happened on
24th March, Pakistan took 23rd March as Pakistan day.
